Desde mucho antes de ser propuesto, el referendo en Colombia estaba derrotado.
Era una colcha de retazos surgida del proceso de comisiones y plenarias que la Constitución exige a cada proyecto para que sea Ley en Colombia. La propuesta inicial del Gobierno, que tenía alguna coherencia, terminó siendo un galimatías, inentendible, ingrato, anti-social, cargado de tinieblas.
Con el agravante de que en la historia política del país no existían antecedentes sobre referendo. En 1957 hubo plebiscito por única vez.
