dc.descriptionEl acceso a la información pública ha sido recientemente reconocido desde el punto de vista legal, aún cuando el derecho se consagraba desde hacía tiempo en diversos tratados y convenciones internacionales con rango constitucional, y a través del decreto presidencial 1172/03. Tres proyectos legislativos lograron ser debatidos en el Congreso: dos erdieron estado parlamentario en 2005 y 2012; el de 2016 recibió tratamiento y tras pasar por ambas cámaras del Congreso finalmente se convirtió en ley. Este trabajo se propone describir y analizar un conjunto de factores políticos, sociales e institucionales que marcaron un derrotero que siguió el acceso a la información pública en la Argentina, reconociendo los avances en la materia pero también las trabas con las que debió lidiar y que imposibilitaron su reglamentación. Se presenta el análisis como un estudio de caso en tanto estrategia de investigación empírica sustentada en múltiples fuentes de evidencia. dc.descriptionAccess to public information has recently been recognized from the legal point of view, even when the right enshrined in various international treaties and conventions with constitutional status. Three bills were debated in Congress: two lost parliamentary status in 2005 and 2012; the bill of 2016 received treatment and after passing through both chambers of Congress finally became law. This paper aims to describe and analyze a set of political, social and institutional factors that marked the path that has continued access to public information in Argentina, recognizing progress in this area but also the obstacles that have been prevented from regulation. We present the analysis as a case study as empirical research strategy supported by multiple sources of evidence. For the production of data we perform a documentary analysis.es_ES
