Abstract
Description
The study of the relationship between the State and collective action has attracted increased attention in the last decade. The present work belongs to this field of inquiry, with the distinctive feature that its focus concerns the State’s role on the genesis of collective action. Based on Alberto Melucci’s work, it traces the interactions that took place throughout the implementation of the insurance public policy between the beneficiaries of the Peasant’s Social Security System and the system’s health workers. The work succeeds in identifying the key processes that were crucial in the construction of the collective action’s moment of latency: the type of affiliation, which took place through corporative representation, and the implementation of a participative healthcare model.
