El carácter históricamente centralizado del sistema educativo argentino comenzó a reconvertirse entre fines de la década de 1960 y principios de 1990, a partir de los procesos de descentralización de los establecimientos educativos de enseñanza inicial, media y superior no universitaria los que culminan en la actualidad en un Ministerio de Educación sin escuelas a su cargo. Teniendo en cuenta esta última configuración del sistema educativo, la propuesta de investigación consiste en indagar los cambios en el gobierno de la educación, tomando como analizador las iniciativas políticas relacionadas con la cuestión presupuestaria-financiera llevadas a cabo por el Ministerio de Educación de la Nación durante el período 1991-2009, el financiamiento destinado al sector y su relación con el sindicalismo docente. En virtud de ello, se examinaron los montos y modalidades de la inversión destinada al sector educativo, las características institucionales asumidas por el gobierno nacional y los sucesos más relevantes que marcaron la relación de la cartera educativa con los sindicatos docentes.
The historically centralized nature of the Argentine education system began in converting between the late 1960s and early 1990s , from decentralization of non- university educational establishments initial, secondary and higher education which culminated today in a Ministry of Education schools without charge . Given this configuration of the education system , the proposed research is to investigate the changes in the governance of education , taking as analyzer policy initiatives related to budget and financial issue conducted by the Ministry of Education's during the period 1991-2009 , the funding for the sector and its relationship with the teachers' unions . Under this, the amounts and types of investment in the education sector, the institutional characteristics assumed by the national government and the most important events that marked the relationship of the education portfolio with teacher unions were examined.
