This article addresses some of the current challenges of Latin American public planning. Argues in favor of recovering the key issues of national and regional development, as an inherent part of its object. Supports the idea that one of the main tasks of planning is state capacity building, in particular the political capacity that allows dealing with the conflicts of the development process, in order to ensure the state autonomy from the “powers that be”. Differentiates two types of system planning, the rational-bureaucratic system and political-strategic system, and argues that in any case strengthening the planning system is strengthening the strategic core of the development model. Rescues the political dimension of public policy, advocating for a more flexible planning practice to cope with change and uncertainty. Finally, warns that to venture into the uncertain terrain of politics, planning should strengthen its hard core: diagnostic analysis and awareness of the value-added processes in the public sector. Such knowledge is the anchor that will allow it to be ductile and malleable to maintain an organic relationship with the context.
