dc.descriptionDesde mediados de los 80s han tenido lugar un conjunto de reformas en el Estado que han impactado notablemente tanto en su estructura como en la forma en la que se gestionan las políticas públicas en Chile. Esto ha tenido, como una consecuencia no prevista, una creciente fragmentación del Estado y una mayor dificultad en la coordinación y la coherencia de las políticas públicas. Bajo el enfoque de la Nueva Gestión Pública (NGP) estos cambios buscaron una mayor eficacia y eficiencia gubernamental a través de reducir los grandes ministerios por organizaciones públicas más especializadas, autónomas del poder político y focalizadas en desarrollar servicios. Ello ha debilitado la capacidad de coordinación del centro del gobierno para alinear la gestión de diferentes organizaciones y desarrollar políticas públicas más coherentes que limiten la redundancia, los vacíos y las contradicciones entre intervenciones de diferentes sectores y niveles de gobierno.es_ES
dc.descriptionThe reform of the State since the mid-80s has had great impact in both the structure of the government as well as the way in which public policies are managed in Chile. This process has had, as an unintended consequence, an increasing organizational fragmentation and greater difficulties for coordination and coherence in public policies. The changes sought, greater effectiveness and efficiency in government actions underpinned by the New Public Management, were achieved through downsizing large departments and looking for specialized and autonomous public organizations, more independent of political power and focused on delivering services. However, this has weakened the capacity of the center of government to align public organizations and develop more coordinated and coherent public policies that reduce redundancy, gaps and contradictions among different sectors and levels of government.es_ES
