| Resumen / Abstract : | La decisión del Municipio de Quito de aumentar el número de cupos para el servicio legal de taxis es el tema central de este análisis. En él se presenta una reflexión que, a falta de información completa, se basa en algunas preguntas cuyo propósito es discutir la relevancia de la forma como está organizado el sector, el número de unidades en relación a la población de la ciudad y los argumentos esgrimidos por la autoridad en la Ordenanza que ratificó esa medida, a fin de tener un panorama lo más riguroso posible de los potenciales efectos de la decisión. Con base en esos elementos se concluye que la medida podría beneficiar a los dueños y/o dirigentes de las cooperativas y/o empresas que prestan este servicio y será perjudicial para los conductores pues se prevé un exceso de oferta del servicio que conducirá a un deterioro de sus condiciones laborales. The decision of the Municipality of Quito to increase the number of seats for the legal taxi service is the central topic of this analysis. In the absence of complete information, this analysis is based in some questions with the purpose to discuss the relevance of the way the sector is organized, the number of units in relation to the population of the city and the arguments of the authority in the Ordinance that ratified that measure, in order to have a panorama as rigorous as possible of the potential effects of the decision. Based on this elements, the conclusion is that the measure could benefit the owners and / or leaders of the cooperatives and / or companies that provide this service and will be negative to the drivers, since an excess supply of the service is expected, deteriorating the drivers working conditions. |
