| Resumen / Abstract : | Este artículo analiza las características y efectos de la ejecución del Programa de Autogestión de la Vivienda (Ley 341/00) de la Ciudad de Buenos Aires desde principio de siglo hasta la actualidad y, por medio de esta política, el derrotero his- toriográfico de la disputa por la centralidad de los sectores populares. Para ello, el artículo problematiza la relación entre autogestión y el derecho a la ciudad a partir de la identificación de marcos de oportunidad y limitaciones que se presentaron en un contexto del neoliberalismo realmente existente. This article analyzes the characteristics and effects of the execution of the Housing Self-Management Program (Law No. 341/00) in the City of Buenos Aires from the beginning of the century to the present and the historiographic course of the dispute for the centrality of the popular sectors in this policy. To accomplish this task, the article problematizes the relationship between self-management and the right to the city based on the identification of opportunity and limitation frames present in a neoliberal context. |
