dc.descriptionEl Estado colombiano realiza esfuerzos y enfrenta grandes dificultades para alcanzar resultados convergentes y acumulativos de las acciones de los diferentes niveles y ámbitos de la coordinación de la política “De Cero a Siempre”. Sin duda alguna, estas dificultades tienen diversas implicaciones para dar una apropiada implementación de la política pública en los departamentos y municipios más vulnerables del país. De acuerdo con cada una de las diferentes recomendaciones de los estudios realizados que se presentan en esta investigación, es relevante que el Estado colombiano comience la identificación y el reconocimiento de los actores que se encuentren en las comunidades, que tengan la capacidad de articularse como aliados estratégicos para la implementación de la política pública para primera infancia. Es indispensable identificar las características y el aporte a la política pública “De Cero a Siempre” de organizaciones que no son las tradicionalmente involucradas y que no son visibles para el Estado, el presente caso se centra en conocer las características que tiene la entidad religiosa no católica Iglesia Cristo Rey de la Denominación Iglesias Evangélicas del Caribe (AIEC) y la organización Centro de Desarrollo Integral (CDI) Cristo Rey que se encuentran ubicadas geográficamente en Corozal (Sucre), y que durante los años 2017 a 2019 han realizado un aporte a la implementación de la política de Estado “De Cero a Siempre” de Colombia. Sin embargo, resulta fundamental conocer su contribución en atención a la primera infancia con el fin de articular, desarrollar y potenciar la capacidad del Estado a la hora de ejecutar la política y para hacer presencia en los territorios más vulnerables del país. Aunque la religión, la creencia y las convicciones son una de las fuentes fundamentales de protección de la dignidad humana y las libertades de todos individuos y comunidades sin distinción o motivo (OHCHR, 2022), hay una notoria ausencia de información acerca de la intervención de las entidades religiosas cristianas no católicas en política pública. The Colombian State makes efforts and faces great difficulties to achieve converging and cumulative results of the actions of the different levels and areas of coordination of the “From Zero to Forever” policy. Undoubtedly, these difficulties have various implications for an appropriate implementation of public policy in the most vulnerable departments and municipalities in the country. According to each one of the different recommendations of studies carried out that are presented in this investigation, it is relevant that the Colombian State begins an identification and recognition of actors that are in the communities and that have the capacity to articulate themselves as strategic allies for the implementation of public policy for early childhood. It is essential to identify the characteristics and contribution to the public policy "From Zero to Forever" of organizations that are not those traditionally involved and that are not visible to the State, the present case deals with knowing the characteristics that non-Catholic religious entities have. Cristo Rey Church of the AIEC and the CDI Cristo Rey organization that are geographically located in Corozal (Sucre), and that during the years 2017-2019 have contributed to the implementation of the State policy "From Zero to Forever" of Colombia. However, it is essential to know their contribution to early childhood care to articulate, develop and strengthen the capacity of the State when executing the policy and to make a presence in the most vulnerable territories of the country. Although religion, belief and convictions are one of the fundamental sources of protection of human dignity and the freedoms of all individuals and communities without distinction or reason (OHCHR, 2022), there is a notable lack of information about the intervention of Non-Catholic Christian religious entities in public policy.es_ES
