| Resumen / Abstract : | La presente investigación pretende establecer una vinculación entre la seguridad ciudadana, como elemento que permite hacer efectivos derechos inalienables del ser humano, por una parte, y por la otra el desarrollo humano, proceso que permite ejecutar capacidades que conlleven a la ampliación del ser humano, tanto individual como colectivamente. Para lograr este objetivo, se han de analizar los programas y planes gubernamentales basados en la Constitución de la República del Ecuador, en el período 2017-2021, específicamente los que permiten llegar al “Buen Vivir” (Sumak Kawsay) así como su incidencia en el logro del desarrollo humano. Para ello se plantea una investigación de tipo cualitativa del tipo descriptiva, en la cual se analizarán los planes gubernamentales previstos, aparte de los recuentos noticiosos que permiten tener un espectro de la sensación de inseguridad reinante en el Ecuador. The present investigation aims to establish a link between citizen security, as an element that allows the inalienable rights of the human being to become effective, on the one hand, and human development, a process that allows the execution of capacities that lead to the expansion of the human being, both individually and collectively. To achieve this objective, the government programs and plans based on the Constitution of the Republic of Ecuador, in the period 2017-2021, must be analyzed, specifically those that allow reaching "Good Living" (Sumak Kawsay) as well as its incidence in the achievement of human development. For this, qualitative research of the descriptive type is proposed, in which the planned government plans will be analyzed, apart from the news accounts that allow having a spectrum of the feeling of insecurity prevailing in Ecuador. |
