| dc.description | Se pretende volcar aquí la experiencia académica, profesional, política y de gestión en temas sensibles: ordenamiento del territorio, las evaluaciones de impacto ambiental y las ambientales estratégicas como un continuo. Sin duda, estos son temas expresados en la historia sin las denominaciones actuales o los formatos del presente. Pero, a la par, se trata de bosquejar y acercar los conceptos que usamos tanto sobre la naturaleza como en relación a las actividades del hombre, con las realidades y consecuencias de tales interacciones. Así, podremos llevarlas a una cuantificación que opere como retroalimentación sensible, consciente y operativa de qué debemos hacer, hoy, ahora, para evitar lo que surge como una crónica de finales anunciados negativos. Esto siempre que apliquemos el sentido común, algo de sabiduría y con espíritu de supervivencia de la especie. Sobrevida que no lograremos salvo que pensemos/sintamos/actuemos colectivamente como seres solidarios en forma respetuosa y armónica con los hermanos de la naturaleza y amorosamente con la Madre Tierra y las múltiples expresiones de vida de sus ecosistemas, para un cambio ético y cultural de los actuales paradigmas. Hablar o escribir es relativamente sencillo, pero las complejidades en lo ambiental se evidencian a la hora de poner en práctica las prédicas, pasando del dicho al hecho y, para ello, retomar la cuestión con los instrumentos en análisis, pero y para, terminar con sus utilizaciones aisladas, ya que al ponerlas en contexto y en red de vinculaciones, poder incorporar una propuesta adicional para relacionar los micros (EIA) y macros (ODT y EAE) con el todo que va del planeta al barrio en tanto median cadenas causales permanentes. Pretendemos instituir con figuras y situaciones corrientes de nuestras vidas, el uso de un crédito ambiental limitante que impida actividades comprometedoras del equilibrio de la naturaleza y sus ecosistemas, colisionando con textos legales que aluden a no afectar a “las generaciones futuras”, pero claro que al hacerlo en lo ambiental lo hacemos con ellas en forma directa, sin advertirlo por la falta de parámetros objetivos para ponderar el consumo de dicho crédito y esta adicionalidad que planteamos si dispara un debate o su instrumentalidad, hará de este artículo de investigación algo valioso. The purpose of this paper is to apply the academic, professional, political and management experience to sensitive issues, namely the organization of the territory, environmental impact assessments and strategic environmental assessments as a continuum. Issues so far named with different designations and forms from the ones we use today. At the same time, this paper aims at outlining concepts that bring together the terms we use for nature and human activities, including the facts and consequences of such interactions. Thus, we can quantify them to provide sensitive, conscious and functional feedback to take actions now and today, preventing an anticipated negative outcome, by applying common sense, a bit of wisdom, and our spirit of survival of the species. However, survival is only possible through collective and empathetic thinking, feeling, and acting; we must be respectful and harmonious with our brothers in nature, and love Mother Earth and the multiple expressions of life in her ecosystems. This way, we will achieve an ethical and cultural change from current paradigms. Discussing or writing about these issues, is relatively simple, but environmental complexities becoming known when we practice what we preach, by doing what we say? We need to think how that transition goes, since the “how” is essential in environmental matters. To do this, it is necessary to take up again the issue of tools under analysis, and to end their isolated use. By putting them in context, and in a network, we propose an additional strategy to link the microscale (Environmental Impact Assessment, EIA) and the macroscale (environmental organization of the territory and Strategic Environmental Assessment, SEA) with the whole, which goes from the planet to the neighborhood as they relate to permanent causal chains. Our goal is to establish, with concepts and ordinary situations of our lives, the use of a limiting environmental credit that prevents activities that compromise the balance between nature and its ecosystems; contrary to legal texts that suggest not affecting “future generations”. However, when it comes to the environment, we are openly working with them without noticing it due the lack of objective parameters to weigh the use of such credit. We hope the additional strategy we propose will make the article valuable by triggering a debate and a discussion about its instrumentality. | es_ES |
