| Description: | La República Argentina acaba de sancionar dos Leyes que garantizan el derecho a la formación ambiental obligatoria en el país, la denominada Ley Yolanda (Ley 27.592) destinada a trabajadores/as y funcionarias/os de los tres poderes del Estado Nacional y la Ley de Educación Ambiental Integral (Ley 27.621) que establece a la Educación Ambiental (EA) como política pública nacional dirigida a todas las edades, grupos y sectores sociales, en todos los ámbitos formales (desde el nivel inicial hasta el universitario) y no formales de educación. Esto conlleva el desafío de buscar las narrativas que orientarán el sentido formativo de los procesos que se impulsen desde los espacios gubernamentales. La Educación Ambiental como campo de conocimiento ha tenido un recorrido propio en Latinoamérica que la distancia de las políticas educativo- ambientales impulsadas desde los organismos internacionales, que se traduce en la disputa por su sentido político y se inscribe en el debate del desarrollo sostenible. Este artículo de investigación pone en tensión ambas perspectivas, la concepción política, ideológica y epistemológica que subyace a las mismas a la luz de las teorías críticas de la Educación y del Pensamiento Ambiental Latinoamericano. Asimismo, recupera cómo ese debate se fue expresando en el proceso de institucionalización de la Educación Ambiental en la Argentina desde 1972 a la fecha, con objeto de identificar las dimensiones que posibilitan transitar la sustentabilidad desde una praxis emancipadora atendiendo las particularidades de nuestros territorios y como un proyecto colectivo para definir nuestras condiciones de existencia. Argentina has just sanctioned two Laws that guarantee the right to environmental training in the country, the so-called Yolanda Law (Law 27.592) aimed at workers and officials of the three branches of the National State and the Comprehensive Environmental Education Law (Law 27.621) that establishes Environmental Education (EE) as a national public policy aimed at all ages, groups and social sectors, in all formal (from initial to university level) and non-formal areas of education. This entails the challenge of looking for the narratives that will guide the formative sense of the processes that are promoted from government spaces. Environmental Education as a field of knowledge has had its own journey in Latin America that the distance from educationalenvironmental policies promoted by international organizations, which translates into the dispute over its political meaning and is part of the sustainable development debate. This work puts in tension both perspectives, the political, ideological and epistemological conception that underlies them in the light of the critical theories of Latin American Education and Environmental Thought. It also recovers how this debate was expressed in the process of institutionalization of Environmental Education in Argentina from 1972 to date, in order to identify the dimensions that make it possible to move on to sustainability from an emancipatory praxis, attending to the particularities of our territories and as a collective project to define our conditions of existence. |
