| Description: | El objetivo de este artículo es explicar cómo algunos jóvenes de la Ciudad de México se insertan en el mercado de drogas ilícitas a pequeña escala y cómo su participación influye en la expansión de los mercados locales. Se describen las diferentes modalidades que son utilizadas en el comercio de drogas y se especifica el rol que ocupan los y las jóvenes en cada una; finalmente se presentan ideas sobre por qué las políticas de control de la oferta de drogas que se están instituyendo en la región cuentan con escasa probabilidad de éxito. After more than 50 years of the United States-led War on Drugs, the common denominator between these efforts has been the failure of all implemented policies. In response, countries like Bolivia have recently developed new strategies, such as decriminalizing the coca leaf itself. The paper analyzes Bolivia’s process of coca leaf decriminalizations and considers it as a first step toward change or reform of the UN Conventions on drugs, which is an essential move for discussing alternative mechanisms in the fight against trafficking both in the region and around the world. |
