| Description: | Mediante el estudio comparado de Argentina, Ecuador y Perú, el artículo analiza en qué medida
las consultas populares, la iniciativa ciudadana y la revocatoria de mandato podrían contribuir
a, por un lado, fortalecer la “democracia delegativa”, esto es, el protagonismo del Poder
Ejecutivo basado en el apoyo popular y contra los otros poderes del estado o, por otro lado, incrementar
la calidad de la democracia introduciendo mecanismos de control y de participación
en la toma de decisiones por parte del ciudadano. Through a comparative study of Argentina, Ecuador, Peru, this article argues that popular enquiries, citizen initiative and recall of term of office would contribute either to enforce delegative democracy, that is, executive power prominence based on popular support and against the other powers of the state, or to increase quality of democracy by introducing citizens’ control mechanisms and participation in decision making. |
