| dc.description | A partir de la Conferencia de Naciones Unidas sobre Medio Ambiente y Desarrollo se establecen las bases para un manejo integral de los residuos sólidos como parte del desarrollo sostenible; en este contexto, Argentina desarrolla la Estrategia Nacional de Gestión de Residuos Sólidos Urbanos (ENGIRSU) en el año 2005. Una de las estrategias para el estudio de los residuos como materiales posibles de ser valorizados, es el análisis de la cadena de valor. El presente trabajo tiene por objetivos contribuir al conocimiento de la Gestión Integral de los Residuos Sólidos Urbanos de la ciudad de Mar del Plata y analizar la revalorización de los mismos en el Circuito Formal de recuperación bajo el enfoque de Cadena de Valor, visualizando a sus principales actores y su poder y control dentro de la cadena. Para alcanzarlos se realiza una revisión histórico-ambiental de la problemática de los residuos en Argentina hasta el desarrollo de ENGIRSU. Se puntualiza el análisis en la implementación de la estrategia en la ciudad de Mar del Plata focalizada en la etapa de separación de residuos, específicamente en la Planta de Separación y Clasificación operada por la Cooperativa CURA. Se evidencia una baja productividad de la planta como componente de GIRSU y un rol débil como eslabón dentro la cadena de valor de residuos sólidos urbanos. | es_EC |
| dc.description | Starting from the Conference of the United Nations about Environment and Development, the basis for an integral handling of the Solid Residues as part of a Sustainable Development are established. In this context, Argentina develops the National Strategy for Management of Urban Solid Waste (ENGIRSU) in the year 2005. One of the strategies for the study of residues as materials potential to evaluation is the analysis of the Chain of Value. The present work has as objectives to contribute to the knowledge of the Integral Management of Urban Solid Residues in the city of Mar de Plata, and to analyze the revaluation of these in the Formal Circuit (CF) of recuperation under the perspective of the Chain of Value, visualizing its principal actors, their power, and their control inside the chain. In order to achieve the objective, we present a historical-environmental journey through the problem of waste in Argentina until the development of ENGIRSU; pointing out the analysis of the strategic implementation in the city of Mar del Plata focusing on the waste separation stage, specifically at the Separation and Classification Plant operated by CURA Cooperative. As a result, the analysis shows a low productivity in the plant as component of the GIRSU and a weak role as link inside the Chain of Value of Urban Solid Waste. | es_EC |
