| Resumen / Abstract : | Con el objetivo de abrir la perspectiva para el diseño de políticas estratégicas en el combate contra el hambre a nivel mundial, este ensayo realiza un balance crítico cuestionando las serias limitaciones que para medirla derivan del método que emplea la FAO. Muestra que, al revés de lo que ha planteado este organismo internacional, no se está avanzando en el camino que llevaría a cumplir el Objetivo del Milenio de reducir el hambre en el mundo para 2015 a la mitad en referencia a su medida de 1996. Incluso, al contrario, aquí se demuestra que el total de personas que padecen hambre en el orbe, corresponde a más del 50% por encima de la magnitud que calcula la FAO. Desde esta evaluación histórica, se plantean propuestas de políticas estratégicas alternativas en el combate del hambre mundial. With the aim of opening the perspective to the design of strategic policies in the fight against global hunger, this essay makes a critical assessment about the serious limitations in FAO´s measurement method. It shows that, contrary to what has raised this international organization, no progress is being made on the road leading to fulfill the Millennium Goal to Reduce Hunger in the world by 2015 to half referring to 1996. Even, conversely, it is demonstrated that the total of hungry people in the world, is more than 50% above the amount calculated by the FAO. From this historical evaluation, this paper propose different alternative strategic policies in combating world hunger. |
