| dc.description | A fin de avanzar en la actualización y efectivización de los derechos sociales, es menester promover el protagonismo activo de la población destinataria de las políticas en la deliberación pública relacionada con los problemas y en la elección de alternativas de solución. A su vez, es necesario generar acciones articuladas y sinérgicas para aprovechar al máximo las aportaciones de todos los actores involucrados en el diseño, la implementación y la evaluación de las políticas. Una primera condición (necesaria aunque no suficiente) para lograr esta sinergia es la apertura del Estado hacia la sociedad civil, haciendo fructificar todas las contribuciones que las organizaciones de la comunidad y los propios destinatarios de las políticas y los programas pueden brindar. En esta línea, el espacio local ofrece grandes ventajas –dada la proximidad de las estructuras y agentes del Estado con la población– para entablar diálogos fértiles que faciliten profundidad en los análisis, creatividad en las propuestas y eficacia en la gestión. A su vez, a través de estas prácticas se construyen caminos para el empoderamiento de los sectores populares. Se suma a esto la conveniencia de articular las distintas jurisdicciones estatales intervinientes (nacional, provincia y municipal) en la línea del ejercicio de un gobierno multinivel y de desarrollar progresivamente experiencias intersectoriales. Finalmente, más allá de las estructuras de tipo jerárquico que mantienen su vigencia, es conveniente aprovechar todas las potencialidades que la organización en red puede aportar. | es_ES |
| dc.description | In order to advance in the actualization and making social rights effective, it is necessary to promote the active involvement of the population receiving such policies in the public deliberation related to the problems and the choice of alternative solutions. Furthermore, it is compelling to generate articulated and synergic actions to fully exploit the contributions of all actors involved in the design, the implementation and the evaluation of these policies. A first necessary condition (yet not sufficient) to achieve this synergy is an attitude of openness of the State toward civil society, allowing to make optimal use of all the contributions provided by community organizations and the policy and program recipients themselves. Along these lines, the local space offers great advantages –given the closeness of State structures and agents to the population– to establish a fruitful dialogue that could promote a deeper level of analysis, creativity in the proposals and efficiency in management. Moreover, through these practices, new avenues are opened for the empowerment of the popular sectors. It should be added to this the benefit of articulating the different state jurisdictions involved (national, provincial and municipal) in the exercise of multilevel governance and the progressive development of intersectoral experiences. To conclude, it is convenient to take full advantage of the potential of networking, beyond the hierarchical structures that are still in force. | es_ES |
