dc.description	Este artículo hace una breve evaluación de la política de becas para estudios en el extranjero que mantiene el gobierno ecuatoriano a través de la Secretaría Nacional de Ciencia y Tecnología (Senescyt). Teóricamente, la política de becas está asociada a los objetivos de cambio de la matriz productiva y a la reestructuración de la educación superior. Para la evaluación de tales objetivos, se han levantado estadísticas en base a diferentes fuentes de información. Se expone y analiza los criterios detrás de la política de becas, el cambio de matriz productiva y una evaluación de cómo la ejecución de tal política no puede asociarse directamente a tales objetivos; y, más bien, tiende a establecerse un fenómeno cercano al Efecto San Mateo, lo que limita la equidad en el acceso. Se pretende demostrar que tal política no está necesariamente encauzada a los objetivos perseguidos.	es_ES
dc.description	This article makes a brief evaluation of the scholarship policy for studies abroad that the National Secretary for Science and Technology (Senescyt) has maintained in the last few years. Theoretically, the scholarship policy is associated directly to the objectives of the change of the productive matrix and the restructuring of higher education in Ecuador. For the evaluation of such objectives, several statistics have been elaborated according to available information. A short exposition is made about the criteria behind the scholarship policy, a general analysis of them, and an analysis of how the execution of such policy cannot be directly associated to the previously mentioned objectives; and that instead is criteria closer to Smith’s “invisible hand”, Merton’s “Mathew effect” or rather than State organized planning the one that prevails.	es_ES
