En el año 2015, el municipio argentino de San Carlos de Bariloche se declara “Intercultural” mediante la Ordenanza 2641-CM-15 orientada a atender reclamos indígenas asociados a interculturalizar las estructuras municipales y su accionar. El artículo de investigación aborda el proceso iniciado tras la declaración de interculturalidad para analizar los procesos de construcción de políticas públicas interculturales que tuvieron lugar desde dicho año. Asimismo, analiza los efectos de esta declaración sobre los sentidos en torno a lo indígena operantes en la esfera pública local y sobre el proceso de construcción de políticas públicas interculturales. El presente artículo se divide en tres apartados. Primero, se profundiza en el concepto de interculturalidad y en las distintas acepciones que pueden otorgársele, señalando particularidades que se asocian a la interculturalidad propuesta por la ordenanza. Segundo, se analiza la declaración de interculturalidad desde las prácticas, sustentando el análisis en tres experiencias que entendemos impulsadas “de abajo hacia arriba”. Estas experiencias tuvieron lugar en diferentes dependencias del Municipio de Bariloche. Finalmente, se analiza la discrepancia entre discursos y prácticas promovidos estatalmente y se presentan las particularidades del contexto local como causa de la inacción estatal. Un contexto que reactualiza discursos hegemónicos de diferentes narrativas disponibles a través de las cuales Bariloche ha ido construyendo su historia oficial.In 2015 San Carlos de Bariloche township declares itself as “Intercultural” through the 2641-CM-15 ordinance, orientated to attend indigenous demands that were initiating a process of interculturalism in the township structures and its doings. This article approaches the process initiated after the intercultural eclaration to analyse the elaboration of the intercultural public policy that is being held since 2015. Likewise, it analyses the effects that this declaration has over the senses surrounding the indigenous that operates in the local and public sphere in this public policy. This article is divided in three sections: first, it deepens in the interculturalism concept and different meanings that can be given to it, pointing out particularities that are associated to the interculturalism, proposed by the ordinance. Secondly, analyses the intercultural declaration from its practices, sustaining the review of three experiences that we understand as being driven “from the bottom to the top”. These experiences have had place at the local township. By last, it analyses discrepancies between discourses and practices promoted by the state with the particularities of the local context as the cause of its state inaction. A context that keeps updating hegemonic discourses from available narratives from which Bariloche constructed its official history.
