La sanción de la Ley de Cupo en 1991 suscitó numerosas investigaciones en relación a la representación descriptiva, sustantiva y simbólica de las mujeres. Si bien existen estudios cualitativos que reponen la voz y la vivencia de las protagonistas, es necesario avanzar en el conocimiento de la experiencia cotidiana de las mujeres en este espacio político: ¿qué sabemos sobre el reparto efectivo de poder dentro del Congreso una vez que son legisladoras? El análisis de los lugares que ocupan las mujeres dentro del esquema legislativo, y de sus percepciones y experiencias, permite integrar los interrogantes sobre “cuántas hay” con preguntas más amplias sobre el poder efectivo que tienen y los horizontes de sus carreras. Esto nos permite, a su vez, conocer con mayor profundidad el funcionamiento de una de las instituciones clave de nuestra democracia: el Congreso de la Nación. En este sentido, esta investigación analiza las dinámicas internas y el vínculo entre pares en la Cámara de Diputados, poniendo foco en los mecanismos que posibilitan o limitan el acceso de las mujeres a roles con mayor poder en el período 1991-2021. La tesis pretende observar, en clave longitudinal, los cambios y las continuidades en los modos en que las mujeres atraviesan la Cámara de Diputados de la Nación, en un período que se inicia con la introducción de una herramienta normativa disruptiva como fue la Ley de Cupo, y que se caracteriza por un aumento sostenido del protagonismo del movimiento de mujeres en la escena pública, con la sanción de la Ley de Paridad en 2017 como otro hito de las conquistas feministas. Para ello, se realizaron dieciséis entrevistas en profundidad a diputadas y diputados nacionales, mandato vigente y cumplido, a partir de una muestra intencional que garantiza diversidad en relación al partido político de pertenencia, edad, género y jurisdicción de representación. El argumento principal es que las mujeres diputadas atraviesan dificultades que se desprenden de su género y que se potencian interseccionalmente con otras características, en el acceso a los puestos jerárquicos de la Cámara de Diputados. Aquellas que lo hacen, comúnmente se insertan como secretarias parlamentarias, un cargo con alto poder de agenda, pero invisible hacia el exterior de la Cámara y asociado con características “femeninas” de trabajo como el orden y la meticulosidad. The sanction of the Quota Law in 1991 gave rise to numerous investigations in relation to the descriptive, substantive and symbolic representation of women. Although there are qualitative studies that replenish the voice and experience of the protagonists, it is necessary to advance in the knowledge of the daily experience of women in this political space: what do we know about the effective distribution of power within Congress once they are legislators? The analysis of the places that women occupy within the legislative scheme, and of their perceptions and experiences, allows us to integrate the questions about "how many are there" with broader questions about the effective power they have and the horizons of their careers. This allows us, in turn, to know in greater depth the functioning of one of the key institutions of our democracy: the National Congress. In this sense, this research analyzes the internal dynamics and the bond between peers in the Chamber of Deputies, focusing on the mechanisms that enable or limit women's access to roles with greater power in the period 1991-2021. The thesis intends to observe, in a longitudinal key, the changes and continuities in the ways in which women go through the Chamber of Deputies of the Nation, in a period that begins with the introduction of a disruptive normative tool such as the Quota Law, and which is characterized by a sustained increase in the role of the women's movement in the public arena, with the enactment of the Parity Law in 2017 as another milestone in feminist achievements. To do this, sixteen in-depth interviews were conducted with national deputies, current and completed mandate, based on an intentional sample that guarantees diversity in relation to the political party they belong to, age, gender, and jurisdiction of representation. The main argument is that women deputies go through difficulties that stem from their gender and that are enhanced intersectionally with other characteristics, in accessing hierarchical positions in the Chamber of Deputies. Those who do, are commonly inserted as parliamentary secretaries, a position with high agenda power, but invisible to the outside of the Chamber and associated with "feminine" work characteristics such as order and meticulousness.
