Este artículo de investigación estudia la conflictividad social en la Argentina a partir del análisis cuantitativo y cualitativo de los hechos de protesta, sus actores, demandas y formas de acciones colectivas registradas por medios de comunicación nacional, durante los dos primeros años de gestión del gobierno de Alberto Fernández con el fin de problematizar las formas de manifestación y articulación del conflicto social atravesado por la pandemia del COVID-19, las diferentes medidas sanitarias y sociales implementadas frente a este nuevo escenario global y la crisis política de la coalición gobernante. Para ello, presentamos la información construida por el Observatorio de Políticas Públicas y Reforma Estructural de la Facultad Latinoamericana de Ciencias Sociales (FLACSO) sede Argentina. El cambio de gobierno en 2019 generó expectativas en las formas de procesar las demandas y conflictos sociales, a partir de una nueva forma de gestionar institucionalmente la relación con la sociedad civil. Esto se verá tensionado por las consecuencias de la pandemia COVID-19 y la crisis socioeconómica global. Pese a las cuestiones estructurales y coyunturales que marcan el período analizado, que generaron el aumento de la conflictividad social dado el deterioro de las condiciones materiales de vida de casi todos los sectores sociales, su intensidad no alcanzó a comprometer la gestión de gobierno ni hubo estallidos sociales como en otros momentos históricos. Esto puede abonar la problematización del rol estratégico desplegado por los movimientos sociales y las organizaciones de la sociedad civil en la contención de los sectores más vulnerables de nuestro país y, por lo tanto, en la contención del conflicto social. This article studies the social conflict in Argentina from the quantitative and qualitative analysis of the acts of protest, its actors, demands and forms of collective actions recorded by the national media, during the first two years of the administration of the Alberto Fernández government with in order to problematize the forms of manifestation and articulation of the social conflict crossed by the COVID-19 pandemic, the different health and social measures implemented in the face of this new global scenario and the political crisis of the ruling coalition. For this we present the information built by the Observatory of Public Policies and Structural Reform of Latin American Faculty of Social Sciences (FLACSO) Argentina headquarters. The change of government in 2019 generated expectations in the ways of processing demands and social conflicts, based on a new way of institutionally managing the relationship with civil society. This will be stressed by the consequences of the COVID-19 pandemic and the global socio-economic crisis. Despite the structural and conjunctural issues that mark the analyzed period, which generated an increase in social conflict given the deterioration of the material living conditions of almost all social sectors, its intensity was not enough to compromise the management of the government, nor were there outbreaks social as in other historical moments. This can contribute to problematizing the strategic role played by social movements and civil society organizations in containing the most vulnerable sectors of our country, and, therefore, in containing social conflict.
