Durante las dos últimas décadas de los años dos mil en la Argentina, se han sucedido programas educativos de uso de tecnologías de la información y de la comunicación (TIC). En esta producción abordamos el Programa Conectar Igualdad (PCI) y el Plan Aprender Conectados (PAC) desde una analítica discursiva, siguiendo los aportes del Análisis Político de Discurso (APD) en la línea de los desarrollos de Laclau y Mouffe y los aportes de Buenfil Burgos, entre otros. En tal sentido, reconstruimos los programas y planes de uso de TIC a partir de las nociones de lo político, la política y las políticas, siguiendo la distinción de Treviño Ronzón, valiéndonos de las superficies textuales de documentos, resoluciones, decretos, entre otras fuentes, para reconocer los significantes privilegiados mediante los cuales se identifican dichos programas como políticas educativas de acceso, uso y apropiación social de las TIC. During the last two decades of the two thousand years in Argentina, there have been educational programs for the use of information and communication technologies (ICT). In this production we approach the Conectar Igualdad Program (PCI) and the Aprender Conectados Plan (PAC) from a discursive analytic, following the contributions of the Political Discourse Analysis (APD) in line with the developments of Laclau and Mouffe and the contributions of Buenfil Burgos, among others. In this sense, we reconstruct the programs and plans for the use of ICT from the notions of politics, politics and policies, following the distinction of Treviño Ronzón, using the textual surfaces of documents, resolutions, decrees, among other sources, to recognize the privileged signifiers through which these programs are identified as educational policies for access, use and social appropriation of ICT.
