Tras meses de tensiones crecientes entre Rusia y Ucrania, el 24 de febrero de 2022 Vladimir Putin anunció el inicio de una “operación militar especial”. Independientemente de las argumentaciones rusas, el avance del escenario de guerra dejó en claro que Ucrania fue invadida militarmente, se reportan ataques sobre la población civil, se invoca un alto nivel de violaciones a los derechos humanos, la migración hacia países vecinos alcanzó en mayo de 2022 los 6 millones de personas y las pérdidas materiales son inconmensurables. Frente a este escenario, se produjo un intenso debate entre las corrientes teóricas del mainstream de las Relaciones Internacionales sobre las causas de la guerra, se evidenciaron tensiones entre el discurso y las acciones de algunos Estados y organismos internacionales y se hizo patente la escasez de información. Este último punto involucró la denunciada parcialidad de la información proveniente de Rusia, la supresión total de esa información fomentada por los Estados Unidos y Europa y canalizada por los medios de comunicación y la clásica problemática de las fuentes que involucra a los análisis de coyuntura, donde los investigadores cuentan con un acceso limitado a los datos en un proceso que aún no ha finalizado. Dado lo dicho, este artículo de investigación propone sistematizar y confrontar de manera preliminar las afirmaciones del debate teórico (dato disciplinar que se dispone fehacientemente por cuanto las teorías han sido previamente escritas) y las acciones políticas de los actores occidentales (datos empíricos disponibles al momento de la elaboración del trabajo). En función de lo planteado, a través de una estrategia metodológica cualitativa, se recurre a fuentes primarias y secundarias incluyendo –debido a la actualidad del tema conferencias y discursos disponibles en medios electrónicos. El texto se organiza de la siguiente manera: primero, se aborda el debate teórico sobre las causas de la guerra, posteriormente se repasan las posturas y acciones de los actores occidentales que sustentan o desacreditan la hipótesis de guerra provocada y, finalmente, se avanza en algunas reflexiones finales. After months of growing tensions between Russia and Ukraine, on February 24, 2022, Vladimir Putin announced the start of a “special military operation”. Regardless of the Russian arguments, the progress of the war scenario proved that Ukraine was militarily invaded; attacks on the civilian population were reported; a high level of human rights violations were invoked; 6 million people were forced to migrate to neighboring countries in May 2022, and the material losses are immeasurable. In this scenario, an intense debate on the causes of the war started between the several mainstream International Relations theories; tensions between the discourse and the actions of some states and international organizations were shown, and the scarcity of information proved to be the rule. The latter involved not only the complaint about the partiality of the information coming from Russia, but also the total suppression of that information promoted in the US, Europe and the mass media and the classic problem of the sources given that researchers have limited access to data in a process that has not yet been finalized. Given that, this article proposes to systematize and confront, in a preliminary way, the affirmations of the theoretical debate (disciplinary data that is reliably available because the theories have been previously written) and the political actions of Western actors (empirical data available at the time of writing this article). Based on the above sta- ted and through a qualitative methodological approach, primary and secondary sources are used, including due to the current relevance of the subject– conferences and speeches avai- lable in electronic media. This article is orga- nized as follows: the first section addresses the theoretical debate on the causes of war, the se- cond section reviews the positions and actions of Western actors that support or discredit the hypothesis of provoked war and, in the last section, final thoughts are presented.
