El artículo de investigación se propone reflexionar sobre el conflicto ruso-ucraniano en el marco de un proceso de transición hegemónica de oeste a este, que supone disputas de poder entre una potencia en ascenso y la declinante potencia hegemónica. En esa puja por la supremacía global toda crisis (financiera, sanitaria, climática) o conflicto es evaluado bajo el prisma de sus consecuencias en el poder global. Y tiende a ser aprovechado por las potencias principales para incrementar u obtener mayor peso en el establecimiento de reglas de juego del sistema internacional. Para ello, las preguntas que guían el escrito se orientan a reflexionar sobre el orden mundial que parece reconfigurarse con este conflicto en territorio europeo: ¿Qué hizo posible llegar a una situación de agresión interestatal en Europa en ple- no siglo XXI? ¿Qué tipo de conflicto es el que se está librando en territorio ucraniano? ¿Es una guerra híbrida o una guerra convencional? ¿Qué orden internacional se perfila a partir de las cumbres de la OTAN, el G7 y los BRICS? La metodología es cualitativa, en este trabajo descriptivo-interpretativo se realiza una revisión de la bibliografía, de los análisis de expertos y de las declaraciones gubernamentales desde el inicio del conflicto en Ucrania (2014). La guerra ruso-ucraniana muestra una tendencia a estancarse y convertirse en una guerra de desgaste con una duración prolongada, Rusia buscó alejar a la OTAN de sus fronteras por razones de seguridad nacional y las nuevas con- sideraciones estratégicas de dicha organización definen a la Federación Rusa como principal enemigo, más un aumento de efectivos en el este europeo y una ampliación de aliados en las fronteras de Rusia con Europa (Suecia y Finlandia). Por lo tanto, se entiende que los Estados Unidos se posiciona como el principal ganador de esta confrontación, recuperando posiciones de poder en el continente europeo. The article aims to reflect on the Russian- Ukrainian conflict, within the framework of the hegemonic transition process from the West to the East, which involves power disputes between a rising power and the declining hegemonic power. In this bid for global supremacy, every crisis (financial, health, climate) or conflict is evaluated under the prism of its consequences on global power. Also, it tends to be used by the major powers to increase or obtain weight in the establishment of rules of the game of the international system. To this end, the questions that guide this writing seek to reflect on the world order that seems to be re- configured with this conflict in European territory: What made it possible to reach a situation of interstate aggression in Europe in the XXI Century? What kind of conflict is being fought on Ukrainian territory? Is it a hybrid war or a conventional one? What international order is shaping up from the summits of NATO, the G7 and the BRICS? The methodology is qualitative, in this descriptive-interpretative work a review of the literature, expert analyses and government statements since the beginning of the conflict in Ukraine is carried out (2014). The Russo-Ukrainian war shows a tendency to stall and become a war of attrition with a prolonged duration, Russia sought to move NATO away from its borders, for national security reasons and the new strategic considerations of that Organization has define the Russian Federation as the main enemy, plus an increase in troops in Eastern Europe and an expansion of allies on Russia’s borders with Europe (Sweden and Finland). Therefore, it is understood that the United States is positioned as the main winner of this confrontation, recovering positions of power on the European continent.
