dc.description	Este artículo de investigación tiene dos objetivos. El primero es exponer que, a raíz de los resultados precarios de la política de vivienda en México de los años 2000-2020, es indispen- sable superar el enfoque basado en la producción habitacional contra el déficit de vivienda como fin único, para optar por una perspectiva urbano-habitacional; lo que a grandes rasgos significa construir al mismo tiempo ciudad y vivienda. Las acciones del enfoque prevaleciente durante esos años produjeron un notorio desorden urbano y priorizaron la atención al rezago habitacional cuantitativo; por contraparte, ignoraron la escala del barrio y de la ciudad que tienen que ver con la disponibilidad de servicios y equipamiento para una adecuada calidad de vida de la población. Una atención simultánea de la vivienda, el barrio y la ciudad, es la única manera de superar esa rémora de las ciudades en México y América Latina. El segundo objetivo es mostrar que, a la escala de vivienda, el rezago cuantitativo no es el más importante, sino el rezago cua- litativo; es decir, no se necesita más vivienda, sino vivienda de mejor calidad. Es por ello que se hace una medición de la calidad de vi- vienda en el país, por entidad federativa, de cuyos resultados se concluye que urge mejorar los servicios hidrosanitarios y la ampliación de espacios para resolver el hacinamiento. Como fondo de la discusión se aborda el debate sobre el derecho a la vivienda adecuada y el derecho a la ciudad. This work has two main objectives. The first is to show that, as a consequence of the precarious results of the housing policy in Mexico in the years 2000-2018, it is essential to overcome the approach based on housing production to reduce the housing deficit as a single goal, to opt for an urban-housing perspective; which roughly means building city and housing at the same time. The actions of the prevailing approach during those years produced a notorious urban disorder and prioritized attention to the quantitative housing deficit; on the other hand, they ignored the neighbor- hood and city scales, which have to do with the availability of services and equipment for an adequate quality of life for the population. A simultaneous attention to the home, the neighborhood and the city is the only way to overcome this obstacle of the cities in Mexico and Latin America. The second objective is to show that, at the housing scale, the quantitative deficit is not the most important, but the qualitative one; In other words, what is required is not more housing, but better housing quality. That is why a measurement is made of the quality of housing in the country, by state; from the results it is concluded that it is urgent to improve the situation of the hydrosanitary services of the houses and expand their spaces to solve the overcrowding. As background of the discussion, the debate on the right to adequate housing and the right to the city is addressed.	es_ES
