En las últimas décadas, la bioeconomía ha ganado espacio entre las discusiones sobre el modelo de desarrollo en la Argentina. Su objetivo radica en reemplazar el uso de combustibles fósiles por recursos de origen biológico, contribuyendo a la prevención del cambio climático debido a una producción más sustentable y amigable con el ambiente. En la Argentina, la bioeconomía estuvo impulsada desde el sector privado por diversas iniciativas empresariales y académicas asociadas al sector biotecnológico y agroindustrial. Sin embargo, diversas políticas estatales fueron generando las condiciones institucionales y regulatorias necesarias para su impulso y, aunque con variaciones, se mantuvo presente como proyecto de desarrollo incluso en los cambios de gobierno. Este artículo de investigación se focaliza en indagar acerca de la medida en que el Estado, a partir del impulso de diversas iniciativas (políticas públicas, marcos regulatorios, asociaciones público privadas, etcétera) contribuyó al desarrollo de proyectos de bioeconomía en la Argentina y cuáles han sido los resultados positivos y limitaciones de este proceso. Para responder a estas preguntas, se indaga sobre dos casos de bioeconomía en Argentina. Por un lado, se examina el desarrollo de biorrefinerías y las políticas estatales que acompañaron su impulso. Con la Ley de biocombustibles del año 2007, las biorrefinerías y la producción de biodiesel de soja se convirtieron en el eje central de la bioeconomía argentina, tanto por su rápido crecimiento como por el impacto económico. Por otro lado, se explora el caso de la biotecnología aplicada a semillas genéticamente modificadas, donde, a través de asociaciones público-privadas e intercambio de conocimiento y tecnología, la empresa Bio- ceres ha logrado constituirse en líder global. Del análisis de políticas y de los actores involucrados en el desarrollo de ambos procesos, se pone en evidencia que el Estado ha tenido un papel importante acompañando al sector privado en el impulso de la bioeconomía y que, a pesar de las divergencias ideológicas, las políticas diseñadas muestran la continuidad entre los diversos gobiernos en el impulso de esta estrategia. Sin embargo, este modelo ha mostrado limitaciones y riesgos ya que la sos- tenibilidad de los procesos y los impactos socioambientales negativos no han recibido suficiente atención. Este artículo de investigación se apoya en el análisis de documentos oficiales, entrevistas a actores clave tanto del sector público como del sector privado y bibliografía secundaria que permiten profundizar sobre el proceso de desarrollo de la bioeconomía en la Argentina y el papel de las políticas estatales en él. In recent decades, the bioeconomy has been gaining space within discussions about the development model in Argentina. Its main objective is to replace fossil fuels with resources of biological origin, contributing to mitigating climate change through more sustainable pro- duction with less impact on the environment. As previous studies have shown, the bioeconomy is gaining momentum in Argentina, driven by the private sector through various business and academic initiatives, mainly associated with the biotechnology and agroindustry sectors. However, the development of the bioeconomy has been strongly accompanied by state policies during neoliberal and developmentalist governments, which has received less attention in the literature. Different state policies generated the institutional and regulatory conditions for its promotion. Although with variations, it remained present as a development project in governments of different political colours. The paper focuses on the extent to which the state, through the promotion of various initiatives (public policies, regulatory frameworks, public-private partnerships, etc.), contributed to the development of bioeconomy projects in Argentina and the positive results and limitations of this process. The paper will examine two cases of the bioeconomy in Argentina. First, it will investigate the development of biorefineries and the state policies that accompanied their development and promotion. Since the biofuels law was passed in 2007, biorefineries and soy-based biodiesel production have become the pillar of the Argentine bioeconomy, both for their rapid growth and their economic significance. Second, the paper will focus on another Argentinean bioeconomy project: biotechnology applied to genetically modified seeds, where, through public-private partnerships and the exchange of knowledge and technology, the company Bioceres has managed to become a global leader. From the analysis of policies and the actors involved in the development of both sectors, it becomes clear that the state has played an important role in accompanying the private sector in promoting the bioeconomy. Despite ideological divergences, the policies designed demonstrate the continuity between the various governments in the promotion of this strategy. Nevertheless, these strategies have shown limitations and risks as the sustainability of the processes, and negative socioenvironmental impacts have not received sufficient attention. The study is based on the analysis of official documents, interviews with key actors from both the public and private sectors, and secondary bibliography that allow for an in-depth analysis of the process of bioeconomy development in Argentina and the role of public and private actors.
