Históricamente, el género masculino ha tenido una mayor facilidad para el acceso a puestos de representación política. Como resultado se diseñaron y se implementaron diversas políticas (como las cuotas a la paridad) para incrementar la presencia de mujeres a nivel institucional. No obstante, estas alternativas se han limitado a la arena legislativa. Frente a tal situación, este artículo de investigación se pregunta: ¿qué resultados tuvo la implementación de estos diseños de acción afirmativa de cara a lograr una democracia paritaria? ¿Qué ha ocurrido con la presencia de mujeres en ámbitos políticos no alcanzados por el impacto de las reformas de cuotas y paridad, tales como la presidencia y los ministerios del Poder Ejecutivo? En estos términos, se propone un análisis comparativo entre Argentina, Bolivia, Brasil, Chile, Paraguay y Uruguay (desde el regreso a la democracia hasta la actualidad), centrándose en dos ámbitos en cuanto al grado de participación política de las mujeres: por un lado, la implementación en la arena legislativa de los respectivos diseños de cuotas y/o paridad. Por otro, allí donde no existen reglas de acción afirmativa y por tanto la participación de mujeres queda supeditada a la decisión política, se analiza para tal propósito la presidencia y la conformación de los gabinetes. Se destaca que, pese a los avances en el ámbito legislativo, la participación de las mujeres ha tendido a ser siempre marginal en la presidencia y los gabinetes. Como resultado, la democracia paritaria sigue siendo un desafío pendiente. Historically, the male gender has had easier access to positions of political representation. As a result, various policies were designed and implemented (from quotas to parity) to increase the presence of women at the institutional level. These alternatives, however, have been limited to the legislative arena. Faced with such a situation, this article has two questions: what results the implementation of these affirmative action designs had in order to achieve parity democracy? And what has happened to the presence of women in political spheres not affected by the impact of the quota and parity reforms, such as the presidency and the ministries of the executive power? In these terms, it is proposed a comparative analysis between Argentina, Bolivia, Brazil, Chile, Paraguay and Uruguay (since the return to democracy to the present), focusing on two areas regarding the degree of political participation of women: On the one hand, the implementation in the legislative arena of the respective designs of quotas and/or parity. On the other, where there are no affirmative action rules and therefore the participation of women is subject to political decision, analyzing for this purpose the presidency and the conformation of cabinets. It should be noted that, despite advances in the legislative field, the participation of women has always tended to be marginal in presidency and cabinets. As a result, parity democracy continues to be a pending challenge.
