dc.description	La presente tesis indaga en la derivación de estudiantes sin discapacidad a la modalidad educación especial en el nivel primario del sector de gestión estatal en la República Argentina. Se propone incrementar la comprensión de dicho fenómeno e identificar los motivos que llevan a mantener estas prácticas en la actualidad. Con esa finalidad, realiza un recorrido histórico respecto al lugar que la educación especial ha ocupado en el sistema educativo para atender a quienes no respondían a las expectativas de la educación básica, que encuentra líneas de continuidad en el presente; en segundo lugar, expone la incidencia de la temática en base a los datos estadísticos que relevan la composición de la matrícula sin discapacidad que la modalidad acompaña en los últimos 15 años. En tercer y último lugar, examina los rasgos principales del formato escolar y su incidencia en la generación de desigualdades para este grupo poblacional, y aborda los lineamientos de política educativa que la Modalidad de educación especial ha implementado para trabajar esta temática, así como en los limitantes existentes para su reversión.	es_ES
dc.description	The thesis examines the referral of students without disabilities to the Special Education modality at the primary education stage (within the public-schools sector) in the Argentine Republic, with the objective of increasing the understanding of this phenomenon and identify the reasons that lead to maintaining these practices in our days. With this purpose, a historical overview is presented regarding the place that Special Education has occupied in the educational system to deal with those who did not respond to the expectations of basic education, including the reference to biases that partly persist in the present. Secondly, the incidence of the topic is analyzed based on the statistical data, that reveals the composition of the student enrollment without disabilities that the modality accompanies in the last 15 years. Finally, the main features of the school format and its impact on the generation of inequalities for this population group are examined, as well as the educational policy guidelines that the Special Education modality has implemented in that respect. To conclude, we focus on the existing limitations for the reversal of this problematic.	es_ES
