Esta tesis se centró en la revisión actual del acceso y sostén del campo laboral formal para la población trans del Uruguay. En ella se promovieron las apreciaciones del grupo en cuanto a las acciones estatales dirigidas en ese sentido. Los objetivos se plantearon con el fin de relevar y analizar dichas valoraciones, específicamente en relación a las políticas de inclusión laboral implementadas a partir del año 2014 hasta el 2024. Como metodología se utilizó el paradigma de interpretación cualitativa, combinado con el análisis cuantitativo de la matriz documental. Se usaron como técnicas la entrevista semiestructurada a diferentes actoras/es implicadas/os en el problema público y la revisión de Informes oficiales; de los estudios de investigación que impulsaron las políticas identitarias a partir del año 2012; y de la Ley integral de Personas Trans Nª19.684. Se buscó comparar los datos recolectados con el registro de los Informes, y con la letra de la Ley. El análisis de los testimonios y de los documentos evidenciaron fuertes coincidencias en torno a la dificultad de las acciones, su revisión y las propuestas de atención al problema. Se realizó el análisis de contenido de los discursos asociados a cuatro categorías temáticas: binarismo sexual, discriminación, articulación de las políticas y participación de la población. A partir del cumplimiento de los objetivos, se concluyó que a pesar del tiempo transcurrido entre los relatos actuales y aquellos registrados en los Informes, se perpetúan las mismas falencias y abordajes desajustados de atención, con debes estatales cada vez más agudizados. Se demostró por otra parte, que la escasez de evaluaciones formales podría ser un reflejo de la carencia y desarticulación de estos actos formales, los cuales fueron interrumpidos en el año 2019. Finalmente se esbozaron una serie de recomendaciones, producto en su mayoría de las propuestas de la comunidad trans, lo que evidenció una clara conciencia de la desigualdad de género, capacidad de análisis y resolución del problema que se tornó imprescindible iluminar, atento al objetivo general de esta investigación.This thesis focused on the current review of access to and support of the formal labor field for the trans population of Uruguay. It promoted the group's views of the State's actions in this regard. The objectives were set in order to survey and analyze these assessments, specifically in relation to the labor inclusion policies implemented from 2014 to 2024. The qualitative interpretation paradigm was used as a methodology, combined with the quantitative analysis of the documentary matrix. Semi-structured interviews with different actors involved in the public problem and the review of official reports were used as techniques; of the research studies that promoted identity politics from 2012 onwards; and the Comprehensive Law on Trans Persons No. 19,684. The aim was to compare the data collected with the record of the Reports, and with the letter of the Law. The analysis of the testimonies and documents showed strong coincidences regarding the difficulty of the actions, their revision and the proposals for addressing the problem. The content analysis of the discourses associated with four thematic categories was carried out: binarism, discrimination, policy articulation and participation of the population. Based on the fulfillment of the objectives, it was concluded that despite the time that has elapsed between the current reports and those recorded in the Reports, the same shortcomings and inadequate approaches to care are perpetuated, with increasingly acute state duties. On the other hand, it was shown that the scarcity of formal evaluations could be a reflection of the lack and disarticulation of these formal acts, which were interrupted in 2019. Finally, a series of recommendations were outlined, mostly the product of the proposals of the trans community, which evidenced a clear awareness of gender inequality, capacity for analysis and resolution of the problem that became essential to illuminate, attentive to the general objective of this research.
