dc.description	Durante el siglo XXI se han configurado nuevas orientaciones globales sobre las formas consideradas adecuadas para el cuidado de los niños/as y adolescentes y la protección de sus derechos, lo que incluye a sus adopciones. En la República Argentina, dada la influencia de estas orientaciones así como de diferentes disputas, estrategias y sentidos locales que han incidido en su recepción e interpretación, en los últimos años se observan numerosas modificaciones en las normativas, burocracias y procedimientos que regulan las relaciones familiares y las adopciones; tal como la sanción e implementación del nuevo Código Civil y Comercial de la Nación (Ley Nacional Nº 26.994, 2014). En la Ciudad Autónoma de Buenos Aires esas diferentes innovaciones legislativas han impactado con especial intensidad en la gestión de la adopción de niños/as y adolescentes, y particularmente, han incidido en distintos cambios que tuvieron lugar en uno de sus organismos más recientes: el Registro Único de Aspirantes a Guarda con fines Adoptivos (RUAGA). De este modo, esta tesis se centra en el análisis de sus prácticas institucionales, y en las relaciones que entablan con los/as postulantes y adoptantes, para explicar y comprender de qué maneras las nuevas orientaciones globales fueron y son receptadas, interpretadas y materializadas en la gestión concreta de este registro. Esta investigación tiene por objetivo analizar la gestión del proceso institucional de adopciones niños/as y adolescentes a cargo del RUAGA, y para ello, focaliza en las relaciones establecidas entre funcionarias, agentes, postulantes y adoptantes desde la vigencia del nuevo Código Civil y Comercial de la Nación en 2015 y hasta el año 2020. Este trabajo se inscribe dentro del campo de estudios de la antropología que analizan los dispositivos jurídico-burocráticos destinados a la administración de la infancia y sus familias (Villalta, 2010b; Ciordia y Villalta, 2010). Retomando el análisis de este campo, se entenderán las funciones, acciones y transformaciones en el RUAGA como parte de las técnicas de gobierno (Foucault, 1991, 2006, 2007) destinadas a modificar la conducta de los/as postulantes y adoptantes.	es_ES
dc.description	During the 21st century, new global guidelines have been established on the forms considered appropriate for the care of children and adolescents and the protection of their rights, which includes their adoptions. In Argentine, given the influence of these guidelines as well as different disputes, strategies and local meanings that have influenced their reception and interpretation, in recent years numerous modifications have been observed in the regulations, bureaucracies and procedures that regulate family relationships and adoptions; such as the sanction and implementation of the new Civil and Commercial Code of the Nation (National Law No. 26,994, 2014). In the Autonomous City of Buenos Aires, these different legislative innovations have had a particularly intense impact on the management of the adoption of children and adolescents, and particularly, they have influenced different changes that took place in one of its most recent organizations: the Single Registry of Applicants for Guardianship for Adoptive Purposes (RUAGA). In this way, this thesis focuses on the analysis of their institutional practices, and on the relationships they establish with the applicants and adopters, to explain and understand how the new global orientations were and are received, interpreted and materialized in the specific management of this registry. This research aims to analyze the management of the institutional process of adoption of children and adolescents by RUAGA, and to do so, it focuses on the relationships established between officials, agents, applicants and adopters since the validity of the new Civil and Commercial Code of the Nation in 2015 and until 2020. This work falls within the field of anthropology studies that analyze the legal-bureaucratic devices intended for the administration of children and their families (Villalta, 2010b; Ciordia & Villalta, 2010). Returning to the analysis of this field, the functions, actions and transformations in the RUAGA will be understood as part of the government techniques (Foucault, 1991, 2006, 2007) aimed at modifying the behavior of the applicants and adopters.	es_ES
