La investigación aquí presentada, aborda las relaciones intercontinentales mantenidas por los países de Latinoamérica y Estados Unidos en la Guerra Fría, haciendo foco en la política exterior argentina (1958-1962), y más concretamente su rumbo a partir del triunfo de la Revolución Cubana (1/01/1959), analizada desde la perspectiva teórica de la autonomía. Estados Unidos, líder del bloque occidental, observó con preocupación el establecimiento de un enclave comunista en Cuba, pero también la potencial propagación del “contagio” ideológico al resto del continente, por lo que desarrolló una estratégica “tutela hegemónica” con la puesta en marcha de tres dispositivos para evitar la infiltración comunista en América Latina: el uso de la Organización de Estados Americanos (OEA), la implementación del Programa de la Alianza Para el Progreso y la Doctrina de Seguridad Nacional. La Argentina de Arturo Frondizi, al aspirar a sostener los principios de soberanía, autodeterminación de los pueblos y de no intervención, quedará atrapada en una encrucijada al intentar mantener una posición independiente sobre la cuestión cubana frente a Estados Unidos, con quien a su vez mantenía una fuerte relación de dependencia. Frondizi quiso ir más lejos que los límites que la Guerra Fría imponía, por la errónea apreciación que tenía de su propio margen de decisión autónoma, lo que incidió para que su política exterior no fuese lo suficientemente independiente. The presented research deals with the intercontinental relationships among Latin American countries and the United States during the Cold War, focusing on the Foreign Policy of Argentina (1958-1962) and more precisely its course since the victory of the Cuban Revolution (01/01/1959). These relationships are analyzed from the theoretical perspective of the autonomy. The United States, leader of the Western bloc watched with worried eyes not only the establishment of a communist enclave in Cuba, but also the potential “spreading” of the ideological trend in the rest of the continent. As a result, the United States developed a strategic “hegemonic guardianship” with three devices to avoid the communist infiltration in Latin America; these are the use of the Organization of American States OAS, the implementation of the Program of the Alliance for Development and the National Security Doctrine. The Argentina of Arturo Frondizi hoped to maintain the principles of sovereignty, self-determination of the peoples and a no-intervention policy, so it was trapped in a crossroad in trying to keep an independent position on the issue of Cuba vs. United States, to which it was closely linked. Frondizi wanted to go further than the limits imposed by the Cold War, due to his wrong idea of his own margin of autonomous decision which contributed to a Foreign Policy not being independent enough.
