La tesis que aquí presentamos estudia las prácticas de Psicólogos-as en los Departamentos de Orientación Escolar (DOE) en escuelas medias públicas pertenecientes al Gobierno de la Ciudad de Buenos Aires, que reciben estudiantes en situación de vulnerabilidad social, en el período entre los años 2011 y 2019. En el marco de las políticas públicas de la jurisdicción estudiamos la inscripción histórica e institucional de sus funciones, contrastando las normativas con lo que ocurre en las prácticas efectivas en el período abordado, en el cual un proceso de burocratización profesional acompaña la protocolización de sus intervenciones, en particular las que se relacionan con la presunción de vulneración de derechos de los-as estudiantes. Esta tesis se enmarca teóricamente en el campo del Psicoanálisis desde una perspectiva transdisciplinaria en diálogo con las ciencias sociales: psicología educacional, pedagogía, sociología, ciencia política, entre las más relevantes. Introducimos el problema de investigación mediante la categoría de síntoma en sus dimensiones social, institucional-escolar y subjetiva. Por esta vía de análisis se visibilizan tensiones y dilemas entre lo administrativo y lo pedagógico cuyos efectos son estudiados a partir de experiencias particulares de intervención. Mediante el estudio de casos múltiples, con una modalidad de abordaje etnográfico, y desde el enfoque de una clínica socio-educativa ingresamos a la construcción de los mismos a partir del trabajo con estudiantes singulares. Valiéndonos del paradigma de inferencias indiciales, y junto a otras estrategias metodológicas, como las entrevistas, el análisis documental, y un relevamiento cuali-cuantitativo fuimos arribando a los hallazgos que presentamos. Analizamos las tensiones que se producen entre las normativas que prescriben las funciones profesionales y las complejidades de las demandas que se presentan, ante situaciones que interpelan las responsabilidades institucionales y que resultan paradigmáticas del trabajo con adolescentes-estudiantes en el ámbito escolar: violencia intra-familiar, abuso sexual, y manifestaciones impulsivas entre otras. Las conclusiones de esta investigación introducen la dimensión ética y política del acto profesional orientado a la inclusión efectiva de sujetos adolescentes en el lazo educativo en el marco de las dinámicas institucionales en las que se insertan, donde operan lógicas discursivas que inciden en la posición de los-as profesionales psicólogos-as de los DOE. The thesis we are presenting here examines the practices of the Psychologists in the Departments of Educational Orientation -DOE- (Educational Guidance Department) in the public secondary schools pertaining to the Government of the City of Buenos Aires that receive students in situations of social vulnerability between the years of 2011 and 2019. Within the frame of this jurisdiction’s public politics we examine its functions and their historical and institutional inscription, contrasting the regulations against what occurs with the effective practices of the stated period, in which a professional bureaucratic process accompanies the protocolizing of its interventions, particularly those that relate to the presumptions of infringements on the rights of the students. This thesis is theoretically framed within the field of Psychoanalysis from a transdisciplinary perspective that dialogues with social sciences, with educational psychology, pedagogy, sociology, and political science being among the most relevant. We introduce the issue of the study by examining the symptom category across social, educational-institutional, and subjective dimensions. Through this medium of analysis, the tensions and dilemmas between the administrative and the pedagogical are viewed and studied along with their effects starting from the point of specific intervention experiences. Through the study of multiple cases with an ethnographic approach modality and a clinical, socio-educational focus, we construct the cases by working with singular students. Basing it on the evidential paradigm, along with other methodological strategies like interviews, a documented analysis, and a qualitative-quantitative survey, we arrived at the findings we are presenting. We studied the tensions created between the regulations that prescribe the professional functions, and the complexities of the demands and calls for support that occur in situations that challenge the institutional responsibilities and result paradigmatic when working with adolescent students in the school environment: intra-family violence, sexual abuse, and impulsive manifestations among others. The conclusions from this study introduce the ethical and political dimensions of the professional functions oriented toward the effective inclusion of adolescent subjects in the educational bond of the institutional dynamics in which they are inserted and those that also operate amongst the discursives of the logic that take place for the professional Psychologists of the DOE in their position.
