El siguiente trabajo de investigación tiene como objetivo analizar la participación docente en el Plan de Desarrollo Educativo 2020-2024 en Uruguay. En el marco de la nueva gobernanza educativa prevista por la Ley de Urgente Consideración (LUC, 2020), se indagará sobre los mecanismos oficiales de participación docente propuestos por las autoridades de la educación y de qué manera incidieron en el diseño y planificación de la Transformación Educativa Integral durante el período 2021 – 2022. El estudio se centrará en la participación docente en el subsistema de Educación Secundaria Media y Superior. Desde el marco teórico se reivindica al docente como profesional autónomo de la educación que en su trabajo en territorio conoce de cerca la realidad de los niños, niñas y adolescentes siendo un actor ineludible en toda reforma educativa. La calidad del desempeño docente no es sólo la resultante del manejo de la disciplina y la didáctica sino que además depende de un conjunto de factores vinculados al grado de compromiso con la Institución Educativa, la interacción con actores dentro y fuera del centro, la autovaloración personal y profesional, sumado al nivel de participación en políticas educativas que contribuya en el diseño de un modelo de gestión y proyecto pedagógico. El método utilizado fue el estudio de caso. La metodología fue interpretativa/cualitativa a través de la triangulación que emerge entre la entrevista semiestructurada y el análisis documental que permitirá indagar, desde la visión de los diferentes actores educativos, el cruce de encuentros y/o desencuentros que emergen acerca de la participación docente entre la voz oficial y los educadores que trabajan en territorio, durante el proceso de diseño y ejecución de la política educativa que comenzó su implementación a partir del año 2023.The following research aims to analyze teacher participation in the Educational Development Plan 2020-2024 in Uruguay. Within the framework of the new educational governance foreseen by the Law of Urgent Consideration (LUC, 2020), we will inquire about the official mechanisms of teacher participation proposed by the education authorities and how they influenced the design and planning of the Comprehensive Educational Transformation during the period 2021 - 2022. The study will focus on teacher participation in the Middle and Upper Secondary Education subsystem. From the theoretical framework, the teacher is vindicated as an autonomous professional of education who, in his or her work in the territory, knows closely the reality of children and adolescents and is an unavoidable actor in any educational reform. The quality of teacher performance is not only the result of discipline and didactic management, but also depends on a set of factors related to: the degree of commitment to the educational institution, interaction with actors inside and outside the center, personal and professional self-esteem, in addition to the level of participation in educational policies that contribute to the design of a management model and pedagogical project. The method used was the case study. The methodology was interpretative/qualitative through the triangulation that emerges between the semi-structured interview and the documentary analysis that will allow us to investigate, from the point of view of the different educational actors, the crossroads of encounters and/or misunderstandings that emerge about teacher participation between the official voice and the educators working in the territory, during the process of design and execution of the educational policy that began its implementation from the year 2023.
