dc.description	La Revolución Ciudadana, como se denomina el proyecto emprendido por el actual Gobierno Ecuatoriano, marca un quiebre no solo en el manejo tradicional de las herramientas de política económica, sino, y más importante, en el reconocimiento explícito del ser humano como sujeto y fin de la relación entre Estado y Sociedad. Bajo esta visión la trilogía Ética - Pacto Social – Cohesión Social se consolida en un solo concepto, el de Ciudadanía Fiscal. Este documento busca en primer término reflexionar sobre las interdependencias de esta trilogía hasta llegar a redefinir la Ciudadanía Fiscal como ‘la conciencia de las personas, grupos e instituciones, acerca de su responsabilidad y compromiso con la construcción de una sociedad cohesionada, democrática y justa, a través del ejercicio de sus derechos y deberes fiscales’. El rol de cada actor social puede entonces establecerse dentro de la construcción de la Ciudadanía Fiscal de un país. Para las Administraciones Tributarias una visión más fina, que consiste en la caracterización del ciudadano tributario, da una mejor orientación a cada una de las tareas que se emprenden a efectos de promover el pago voluntario de los impuestos. El ciudadano tributario no es solo un contribuyente que conoce y respeta sus obligaciones tributarias es un veedor del cumplimiento tributario de los otros ciudadanos y de la eficiencia y la transparencia con que actúa la propia administración tributaria.	es_EC
dc.description	The official political movement in Ecuador, Revolución Ciudadana, is based on a conceptual framework that p arts from traditional economic p olicy making. Moreover, it places the human being as its subject and ultimate goal, redefining the relationship between State and society. From this point of view, the Ethics - Social Contract - Social Cohesion trilogy i ntegrates i nto one concept: Fiscal Citizenship. This p aper presents some considerations a bout t he interdependence of the elements of the trilogy, which leads to a new definition of F iscal Citizenship. It i s the consciousness of individuals, groups and institutions, a bout t heir responsibility and c ommitment t o building a democratic, just and cohesive society, through the exercise of their fiscal rights and d uties. Thus, each member of s ociety has a r ole i n the creation of F iscal Citinzenship. For Tax Administrations, this c oncept allows a m ore distinct picture through the characterization of such citizen. This, in turn, facilitates the definition of the actions Tax Administrations must perform towards promoting voluntary tax compliance. When it comes to his tax duties, the fiscal citizen is more than just a t axpayer who k nows and c onforms to t he Law. T he fiscal citizen is an observer of his fellow citizens’ compliance and of the efficiency and transparency of the Tax Administration’s work.	es_EC
