dc.description	El artículo trata sobre las razones que permitieron la apertura del aparente predominio del ciclo financiero sobre el ciclo productivo en la economía mundial y en la economía mexicana. También explica que estamos ante una nueva etapa de desarrollo del capitalismo contemporáneo cuya base material lo representa la revolución tecnológica en curso centrada en la industria microelectrónica y en las telecomunicaciones. Asimismo, plantea que esa revolución tecnológica ha conformado una nueva base tecno-productiva del sistema que requiere la creación de instituciones económicas, políticas y sociales, tal como ocurrió con la etapa fordista-keynesiana de la segunda postguerra, donde el New Deal en los Estados Unidos fue el entramado institucional que le dio viabilidad histórica al proyecto de desarrollo de ese entonces. En la actual etapa, la dirección política neoliberal se ha convertido en una traba para resolver el conflicto social que se abre en cada nueva etapa entre la estructura económica y la estructura institucional del sistema. Países del Sudeste de Asia, China, la India, etc., que lograron crear al Estado que está en correspondencia con los nuevos requerimientos de la fase actual del capitalismo son los grandes ganadores, mientras los líderes de la revolución tecnológica y los países neoliberales que los acompañan son los perdedores, incluido México.	es_EC
dc.description	The article discusses the reasons that led to the opening of the apparent dominance of the financial cycle of the production cycle in the global economy and in the Mexican economy. It also explains that this is a new stage of development of contemporary capitalism whose material base represents the current technological revolution centered in the microelectronics industry and telecommunications. It also suggests that the technological revolution has formed a new production techniques based system requires the creation of economic, political and social, as happened with the Fordist-Keynesian stage of the second postwar period, where the New Deal in the United States was the institutional framework that gave historical feasibility to project development time. At the current stage, neoliberal political leadership has become an obstacle to resolving social conflict that opens at each new stage between the economic structure and the institutional structure of the system. Countries of South East Asia, China, India, etc., who managed to create the State which is in line with the new requirements of the current phase of capitalism are the big winners, while the leaders of the technological revolution and neoliberal countries accompany them are the losers, including Mexico.	es_EC
