Este trabajo explora y compara, a través del empleo de técnicas cualitativas, las actuales percepciones de inseguridad que se han generado en los últimos años en los vecinos de dos barrios urbanos del Perú y los respectivos mecanismos barriales de protección que han implementado para darles una respuesta. Por un lado, la Ronda Urbana del barrio de “Agua de Pajaritos” en el distrito de Huamachuco, departamento de La Libertad; y por otro lado las rejas y vigilantes en las calles del barrio de La Huerta en el distrito del Rímac, departamento de Lima. Si bien ambos barrios se sitúan en contextos urbanos diferentes, en ambos casos se han evidenciado características comunes que permiten aproximarse a las percepciones sobre inseguridad y las visiones sobre la provisión de seguridad, a veces contradictorias con la convivencia democrática en las ciudades modernas.
This paper explores and compares, through the use of qualitative techniques, the new perceptions of insecurity generated over the last years among the neighbors of two urban neighborhoods in Peru and the respective neighborhood protection mechanisms implemented in response. On the one hand, the Ronda Urbana of the Agua de Pajaritos neighborhood in Huamachuco district, La Libertad department, and on the other hand, the security grilles and watchmen of the La Huerta neighborhood, in Rimac district, Lima department. While both neighborhoods take place in different urban environments, in both cases we find common characteristics that allow us to approach to eh insecurity perceptions and the visions about security provision, sometimes contradictory to the ideal about civic coexistent in modern cities.
