Latinoamérica ha vivido procesos de desarrollo dependientes, los cuales más allá de alcanzar el anhelado objetivo la sumieron en continuos retrocesos, producto de relaciones asimétricas que perduran en el tiempo. En este sentido, debe reconocerse que, de manera gradual viene avanzando en la consolidación de la investigación como elemento generador de cambios estructurales a nivel región, toda vez que se piensa en un conocimiento pertinente y dinamizador y con la adecuada interacción entre los diferentes componentes de los Sistemas Nacionales de Investigación. El documento expone las características del conocimiento y el papel que juega la universidad en la actualidad, a partir de sus funciones sustantivas. De otro lado, presenta el panorama de Latinoamérica en materia de Investigación y Desarrollo, articulando los niveles de inversión con la producción de bienes y servicios.
Latin America has lived dependent development processes, which beyond achieving the desired objective, plunged it into continuous setbacks, as a result of asymmetrical relationships which have lasted for a long time. In this regard, it should be recognized that research gradually comes forward in the consolidation of generating structural changes in the region, since it is thought as a relevant and dynamic knowledge, and appropriate interaction between different components of the National Research Systems - NRS. The document exposes the characteristics of the knowledge, showing the importance of the role that the university plays in the actuality and its core functions. On the other hand, it presents the Latin-American panorama on research and development, articulating the levels of investment with the production of goods and services; with it, it’s evident the importance of articulation between the different acts of the National Research System – NRS and the necessary mechanism that lets the interrelationship required to generate synergy and dynamism, so that it has an effect on the changes required by the region.
