El presente artículo desarrolla las características de la política exterior del gobierno de Mauricio Macri. Se utiliza una óptica que pretende incorporar elementos de análisis de la Teoría del Estado, sin descuidar el enfoque histórico. Se afirmará entonces que esa política internacional tiene dos características sustantivas: 1) se ha mostrado desacompasada de las dinámicas y cambios internacionales, incluso contra sus propios objetivos;
y 2) no solamente ha ido de la mano de una importante modificación de cuestiones económicas centrales, sino también de un cambio en la forma de Estado: un tránsito a una situación instrumental del Estado. En síntesis, una vuelta a la coincidencia entre forma y función, que se vislumbra también en el
área de la política exterior.
The present article develops the characteristics of the foreign policy of the Mauricio Macri government. It uses an optics that aims to incorporate elements of analysis of the Theory of State but departing from a historical approach. It will affirm that this international policy has two substantive characteristics: 1) it has shown itself to be out of step with international dynamics and changes, even against its own objectives; 2) not only has gone hand-in-hand with an important modification of central economic issues but also with a change in the form of the State: a transition to an instrumental situation of the State. In short, a return to the coincidence between form and function, this is also reflected in the area of foreign policy.
