El objetivo de este trabajo es el de comparar el comportamiento de las comisiones constitucionales con el comportamiento promedio de la plenaria, analizando los órdenes del día de cada de una de estas en Cámara y Senado para el período de 1998-2005. El artículo se divide en tres secciones. La primera sección es una introducción al caso colombiano; la segunda sección resume las investigaciones realizadas acerca de las comisiones colombianas y establece la metodología utilizada para el análisis de los órdenes del día de comisiones y plenarias; y la tercera sección concluye presentando los resultados.
The aim of this study is to compare the behavior of constitutional commissions with the average behavior of the plenary, analyzing the order of the day of each one of these in the Chamber and the Senate for the period 1998-2005. The article is divided into three sections. The first section is an introduction to the Colombian case, the second section summarizes the research about the Colombian committees and establishes the methodology used for the analysis of the order of the day of committees and plenary, and the third section concludes by presenting the results.
