En contra de las hipótesis de fracaso efectuadas desde el ángulo pro-parlamentarista en cuanto al futuro de las democracias presidenciales en América Latina, asistimos hoy en día al proceso de su estabilización y renovación. En la actualidad rigen, como ayer y sin excepción, formas de gobierno presidenciales en toda la región. Con esto no se festeja la rigidez institucional ni la exactitud de la prognosis pretérita, sino que se ve en este hecho una muestra más del peso y la relevancia de la realidad político-social misma que impone, mediante su complejidad e inercia, límites a toda audacia reformista institucional.
Contrary to the hypothesis of failure from the pro-parliamentary angle about the future of presidential democracies in Latin America, today we attend to the stabilization and renewal of presidentialism. Currently there govern, as in the past and with no exceptions, presidential forms of government throughout the region. Neither the institutional rigidity nor the exactness of our bygone prognosis are celebrated, but an example of the weight and relevance of the socio-political reality that imposes by it´s complexity and inertia, limits to any institutional reformist audacity is seen.
