Description
La comprensión de la dimensión ambiental como precondición para un desarrollo regional más igualitario ha sido un elemento difícil de incorporar a lo largo de la historia del MERCOSUR. Buscando realizar una contribución a la escasa literatura sobre integración regional y ambiente en Sudamérica, este artículo de investigación analiza retrospectivamente los logros y las limitaciones de la sección ambiental del MERCOSUR en los últimos 25 años para contribuir a una agenda del desarrollo. El trabajo indaga sobre la estrategia trazada por los foros ambientales para no condicionar la agenda ambiental regional a temas de carácter más conflictivo, buscando avanzar mediante la formulación de una “agenda positiva” en la que la construcción de consensos, acciones y regulaciones por sector que ha coadyuvado a integrar la dimensión ambiental en otras políticas promovidas por el bloque.
The understanding of the environmental dimension as a precondition for a more egalitarian regional development has been a difficult element to incorporate throughout the history of MERCOSUR. Seeking to contribute to the scarce literature on regional integration and the environment in South America, this paper analyzes retrospectively the achievements and limitations of MERCOSUR´s environmental sections over the past 25 years in contributing with a development agenda. The paper inquires into the strategy drawn up by the environmental fora in order not to condition the regional environmental agenda to topics of conflictive nature, by advancing through the formulation of a “positive agenda” in which consensus, action and regulation building by sectors has helped integrate the environmental dimension in other policies promoted by the bloc.
