La democracia boliviana es relativamente joven; ha cumplido 31 años desde su recuperación luego de un largo período de dictaduras militares que se extendieron entre 1964 y 1982, con brevísimos interregnos en los que se intentó determinar la titularidad del poder y la representación mediante elecciones generales y procedimientos democráticos (1967-1970; 1978; 1979 y 1980). Este trabajo propone analizar los factores que influyen en la calidad del modelo democrático Boliviano. Teniendo en cuenta, dos elementos para el análisis: en primer lugar, la persistencia de percepciones sociales que consideran que la única fuente de riqueza del país son sus recursos naturales y, por lo tanto, el control del Estado es fundamental para beneficiarse de una porción de esa riqueza y; en segundo lugar, una extendida cultura política pre moderna, con fuertes rasgos autoritarios que es incompatible con los principios y valores de la democracia.
Bolivian democracy is relatively young; It has turned 31 since its recovery from a long period of military dictatorships that extended between 1964 and 1982, with very brief interregnum in which we attempted to determine the ownership of power and representation through elections and democratic procedures (1967-1970; 1978, 1979 and 1980). This work aims to analyze the factors that influence the quality of the Bolivian democratic model. Given two elements for analysis: first, the persistence of social perceptions which consider that the only source of wealth of the country are its natural resources and, therefore, state control is essential to benefit from a portion of that wealth; second, an extended pre modern political culture with strong authoritarian features is incompatible with the principles and values of democracy.
