Resumen / Abstract : La presente investigación examina el proceso de protesta y organización de los trabajadores desocupados de la provincia de Neuquén, en el marco de las transformaciones políticas, económicas y sociales ocurridas desde mediados de la década del noventa hasta mediados de la década siguiente. Pretende explicar el surgimiento, las formas organizativas adoptadas por el movimiento de trabajadores desocupados y su impacto en la estructura política y económica, considerando las oportunidades políticas que se presentan y crean, las estructuras de movilización que posibilitan la acción colectiva y los factores y procesos implicados en la consolidación de las organizaciones piqueteras. La tesis se inscribe en el marco de las investigaciones que sociólogos, cientistas políticos e historiadores han realizado sobre los movimientos sociales y dentro del conjunto de estudios que pretenden dar a conocer las formas que fue asumiendo, durante la década del noventa, la resistencia al neoliberalismo en Argentina. Para alcanzar estos propósitos se consideraron los acontecimientos políticos más importantes producidos por los trabajadores desocupados en esta provincia: a) la experiencia de La Coordinadora de Desocupados de 1995 en Neuquén capital. b) las puebladas de 1996 y 1997 en las ciudades de Cutral Có y Plaza Huincul y c) la consolidación de las organizaciones de desocupados a partir del 2001 en Neuquén capital. Los momentos elegidos representan la cristalización de procesos económicos, políticos y sociales en los cuales se expresa el campo de fuerzas gestado a partir de las profundas transformaciones operadas en los años noventa. Entre otras, la tesis realiza un balance de la siguiente hipótesis: los procesos de organización de los movimientos de desocupados han conseguido establecer un nuevo espacio político que desestructura las viejas relaciones de poder preexistentes asentadas en las redes sociales clientelares, políticas y sindicales, creando un heterogéneo espacio que contiene novedosas prácticas políticas.
The present research examines the process of protest and organization of the unoccupied workers of Neuquén's province, in the frame of the political, economic and social transformations happened from middle of the nineties until the middle of the following decade. It aims to explain the emergence, the organizational forms adopted by the unoccupied workers movement and its impact in the political and economic structure; considering the political opportunities that appear and arise, the structures of mobilization that make possible the collective action and the factors and processes involved in the consolidation of the picketer organizations. The thesis joins the research framework that sociologists, scientists, politicians and historians have carried out on the social movements, and the studies that try to show the forms that the resistance to the neoliberalism in Argentina assumed during the nineties. To reach these intentions they were considered to be the most important political events produced by the unemployed workers in this province: a) the experience of the Unemployed persons' Coordinator in 1995 in Neuquén city. B) the puebladas of 1996 and 1997 in Cutral Có and Plaza Huincul towns and c) the consolidation of the unemployed people's organizations from 2001 in Neuquén city. The chosen moments represent the crystallization of economic, political and social processes in which the field of forces emerged from the deep transformations operated in the nineties are expressed. Among others, the thesis makes a balance of the following hypothesis: the processes of organization of the unemployed people's movements have managed to establish a new political space that unstructured the old preexisting relations of power laid down on the clientelar, political and syndical social networks, creating a heterogeneous space that contains new political practices.
