Cuando se habla de Derechos Humanos, casi todos creen saber de qué se trata. Su enunciado adquirió relevancia después de la Segunda Guerra Mundial, cuando menudearon las reuniones internacionales para revisar los sistemas de convivencia entre los hombres y la preocupación por las situaciones de manifiesta injusticia e intolerable arbitrariedad; se constituyó en un arma política para conmover la conciencia de la humanidad.
