Abstract

Description

A fines del siglo XX el grado de dependencia del Tercer Mundo en comunicación, cultura y economía es mayor que durante los siglos del colonialismo. Antes de identificar y responder a las preguntas sujetas a investigación, deberá comprenderse su historia, geografía, economía y política. Por ello es necesaria la investigación no alineada. No existen políticas de comunicación relacionadas con las nuevas tecnologías. Predominan las fuerzas de mercado. Esto debe revertirse.
