En la década del 90 algunas ciudades latinoamericanas asumieron un rol como protagonistas del desarrollo, en parte como respuesta a las necesidades de propiciar una mayor sustentabilidad ambiental, social y económica. En este contexto, Cuenca en el año 1999 solicitó la transferencia de competencias de planificación y regulación del tránsito y el transporte que anteriormente ejercía el Estado. A partir de entonces inició un proceso de maduración y fortalecimiento, el cual arrancó con el Plan de Tráfico Sustentable. La implementación de este plan a lo largo de los años posteriores estuvo afectada por diversos factores de índole social, político e institucional que determinaron que partes del plan se ejecuten pero que otras queden inconclusas. Una década después de asumidas las competencias se iniciaron los estudios de pre-factibilidad para la implementación de un sistema de tranvía cuyas obras arrancaron en el año 2013. Este ensayo pretende reflexionar sobre este proceso en lo que respecta al transporte público de pasajeros.
In the 90's some Latin American cities assumed a role as protagonists of the development, partly in response to the needs of promoting a greater environmental, social and economic sustainability. In this context, Cuenca in 1999 requested the transfer of competence for of planning and regulation powers of traffic and transport previously exercised by the State. From then, began a process of maturation and strengthening, which started with the Sustainable Traffic Plan. The implementation of this plan throughout the following years was affected by various social, political and institutional factors that determined which parts of the plan are executed but others remain unfinished. A decade after the assumption of competences, pre-feasibility studies were started for the implementation of a tram system whose works started in 2013. This essay aims to reflect on this process in terms of public passenger transport.
