Description
La pandemia de COVID-19 ha puesto en evidencia la importancia de la concepción y práctica administrativas para enfrentar problemas públicos emergentes y urgentes. El artículo muestra cómo las concepciones políticas y administrativas dominantes han condicionado, a través de la historia, la gestión pública de las pandemias y, por ende, la salud de la gente. Se consideraron cinco concepciones administrativas sucesivas en el mundo occidental hasta el modelo actual de la Nueva Gestión Pública. En conclusión, se argumenta que este modelo (basado en la optimización económica) es inoperante para la prevención y permite develar la esencia despótica del Estado y la permanencia de una cultura política barroca de muchos gobernantes en América Latina.
The COVID-19 pandemic has highlighted the importance of the administrative conception and practice, in order to face emergent and urgent public problems. The article shows how the dominant political and administrative conceptions have determined, throughout history, the public management of the pandemics and, therefore, the health of the people. Five main administrative conceptions, followed by the western world were considered, up to the current model of New Public Management. In conclusion, it was argued that this model (based on economic optimization) is ineffective to achieve prevention, and it also reveals the despotic essence of the government, as well as the permanence of a Baroque political culture in many rulers of Latin America.
