En Ecuador, las regalías mineras se presentaron como elemento clave en el progreso nacional para reducir la pobreza, crear empleos y financiar las políticas sociales, al tiempo que atender las demandas locales en las zonas de extracción de los recursos naturales. Sin embargo, existe escasa evidencia que demuestre una efectiva articulación entre desarrollo local, planificación territorial y priorización de la inversión pública en el área de incidencia de los proyectos estratégicos mineros. Con base en documentos oficiales, entrevistas y bases de datos, este trabajo busca explicar la brecha existente entre la recaudación y la inversión de regalías durante el gobierno del expresidente Rafael Correa.
In Ecuador, mining royalties are discursively presented as a critical element to reduce poverty, create jobs, and finance social policies, while meeting local demands in resource extraction areas. However, there is little evidence of the articulation between local development, territorial planning, and public investment around strategic mining projects. Based on official documents, interviews, and two datasets, this work explains the gap between the collection and the investment of mining royalties during the government of President Rafael Correa.
