Description
En el artículo se presenta una reflexión sobre las políticas públicas y el proceso de urbanización en el Distrito Metropolitano de Quito. Se ubica al Estado como el principal propiciador de dichas políticas, destacando que, debido a la estructura de clases inherente a su accionar, la direccionalidad de ellas tiende a favorecer a estratos sociales que históricamente han detentado el poder, en desmedro de los derechos de los demás segmentos poblacionales. A partir de una serie de ejemplos obtenidos mediante revisión bibliográfica-documental, se analiza la misma problemática en el interior del funcionamiento del Municipio del Distrito Metropolitano de Quito. Se destaca que un concepto clave para el análisis de su gestión es el de segregación espacial; al mismo tiempo, se constata que persiste la asimetría en la gestión municipal de cara a sus usuarios. Se cierra el artículo resaltando las partes prioritarias de la argumentación.
This article presents a reflection related to the urbanization process and public policies in the Quito Metropolitan District. The State is identified as the main initiator of those policies, highlighting the fact that due to the class structure inherent in its functioning, their orientation tends to favor social strata that have historically maintained their power, while leaving aside other segments of society. Through a series of examples, the article explores this issue in the Municipality of the Metropolitan District, emphasizing that a key concept for analyzing its performance is related to spatial segregation. At the same time, we show how asymmetry is also present in the municipal management. The article concludes by highlighting the most relevant sections of the analysis.
