La obra titulada The Policy Design Primer: Choosing the Right Tools for the Job consiste en un manual que busca introducir principios y elementos del diseño de políticas en el marco de la gobernanza contemporánea. Para lo cual, Michael Howlett parte de los orígenes del diseño de políticas públicas en la década de los cincuenta, cuando Lasswell introdujo el concepto de “ciencia de las políticas” y se identificó que las acciones gubernamentales podían mejorar mediante la aplicación de conocimiento en la formulación de las políticas (Howlett 2011,18).
